DRAFT MAHARASHTRA ELECTRICITY REGULATORY COMMISSION (DEVIATION, SETTLEMENT MECHANISM AND RELATED MATTERS) REGULATIONS, 2025
MERC has released a draft regulation on DSM & Related matters
Maharashtra Electricity Regulatory Commission Has released a
draft copy on Deviation settlement mechanism & related matters. Key
highlights for regulation changes by considering demand load & dispatch.
The main agenda being all the users may Intech with their
scheduled drawl & injection of electricity into the grid which will
facilitate to grid stability & security and make more reliable power flow
from generator to consumer.
The Regulation shall apply for the entity which are
connected through Intra State Power Transmission unit/Distribution electricity
system in STOA, MTOA or LTOA transaction including interstate wheeling of power
with following conditions
This regulation shall applicable for All General Sellers, Open
Access Generators, Bagasse based Co-generation plant /Biomass plants, captive
generators (excluding in-situ captive generators) connected to intra-state
transmission system.
Commission said that these Regulations shall be applicable for Bagasse based Co-Generation plants/Biomass Plants connected to intra-state transmission system having exportable capacity of 5MW or more.
Important note is that there no relatability of this
regulation with Solar and Wind power generators, it’s cleared that MERC (Forecasting
& Scheduling and DSM Settlement for Wind & Solar Generation) Regulation.2028
& amendment thereof shall be continued in force for Wind & Solar power generators.
It is not applicable for MSW/RDF based generating plants
also.
Computation of Deviation
Deviation shall be calculated for general sellers as follows:
Deviation-general seller (DGS) (in MWh) = [(Actual injection
in MWh) – (Scheduled generation in MWh)].
Deviation-general seller (DGS) (in %) = 100 x [(Actual
injection in MWh) – (Scheduled generation in MWh)] / [(Scheduled generation in
MWh)].
Provided that the Intra-State hydroelectric generating
stations are expected to respond to grid frequency changes and inflow
fluctuations. They would, therefore, be free to deviate from the given schedule
as long as they do not cause a grid constraint. While computing the deviation
of intra-state hydro generating stations, the schedule of hydro generating
stations shall be replaced with actual generation.
